Alternatives to Incarceration for Youths

As a lifelong resident of Cortlandt, Dan brings with him a unique understanding of the Town’s core values and interests.

Judge McCarthy’s longstanding commitment and special attention to solutions in drug/opioid addiction cases, youth rehabilitative programs and alternatives to incarceration, stems from his familiarity with the community and his awareness of the behavioral issues impacting a growing number of youthful offenders before the Court.

Dan has volunteered for arraignments and court duties in cases of youths eligible under the Raise the Age Act.  This program involves increasing the age of criminal responsibility in NY from 16 to 18 which would divert young people who are accused of committing crimes to specialized parts of the criminal justice system. Modernizing the Town Court

With the assistance of his invaluable Court Staff and his colleague, Judge Kimberly Ragazzo, Judge Dan and the Town Court have improved processes to benefit the Town.

They have succeeded in modernizing their website with N-Courts, an online payment system, and have also created a “how-to” guide for the Town’s court system with informative answers to frequently asked questions.

These technological improvements reflect Judge McCarthy’s commitment to creating an accessible court for all.


Continuing  Judicial Education

Dan’s participation in Continuing Judicial and Legal Education at the New York State Judicial Institute, and his memberships with various Magistrate’s Associations demonstrates his commitment to identifying new and emerging legal, technological, social, and criminal trends affecting the courts.

Judge McCarthy’s 16 combined years as a Town and Village Judge handling over 25,000 criminal and civil cases, and his desire to advance and evolve, has made him a dynamic legal authority with unparalleled qualifications and experience.
